The mission, function and objectives for Elmbank Unit have been completed in accordance with the legal framework set out in:
- The Children (Scotland) Act 1995

Philosophy and Function
Mission Statement
Elmbank and its staff enhance the lives of looked after, young people within a safe, supportive and familiar environment. We respect diversity, opinion and aspiration and endeavour to promote equality and confidence.
Goals and Objectives of Elmbank
- The ratio of care staff to young people will be 2:5 and monitored in conjunction with personal development and individual behavioural management Multi Agency agreed Care Plans.

- Care Staff will help to engender healthy development, socialisation and enhancement of self esteem.
- Care staff will support the young person to move forward in a planned and age appropriate way in accordance with a supportive care philosophy.
Accommodation
In this section we will consciously attempt to graphically convey the type of property we hope to provide. It will be complaint with the Scottish Governments philosophy of “Normalisation” and “Social Inclusion” and as such will provide the young people with:
- Homely Environment
- Wheelchair Access
- Well Furnished
- En-Suite bedrooms for young people
The residential care staff and management team will be experienced and qualified to the standards expected at this level.
Criteria for referral should consider the following:
- Circumstances
A young person unable to remain within their present environment family home. Following a period of accommodation within Elmbank, the young person in question will be supported until such times as they are ready to progress.
- Age
Premises will be registered with the Care Commission for children and young people of secondary school age. In all probability children within the age range 8-18 years will be most in need of the services we will provide.
- Gender
No specified gender preference. (Mixed)
- Social Work Commitment
The local Authority Social Worker will be expected to attend regular meetings in order review and assess care planes and personal development.
Young Peoples Rights and Responsibilities
Young people will be consulted in all matters directly relating to them and their care and education. Appropriate language will be used so as to encourage the young people to participate and express themselves.
Free time for the young people will be negotiated as they should agree to limits apposite to their age and best interests.
Young people have the right to make a complaint in confidence to someone out-with the residential setting. Young people also have the right and will be encouraged to make suggestions through Who Cares, Childrens Rights Officer, other Social Work Agencies and advocacy.
Care and Control
The care staff will operate a zero tolerance policy when faced with verbal or physical abuse from residents. Challenging behaviour will be addressed, initially, by adherence to practice and guidelines set out in individual care plans and risk assessment policies.
Positive behaviour however, should be encouraged and indeed reinforced as a way of fostering positive relationships with the young person. Sanctions will never be used inappropriately and should always take into account of the young person’s age and stage of development.
Education
The statutory duty that the Local Education Service has to provide legislative education will be adhered to. By subscribing to regulation 11 of the Residential Establishments (Childcare Scotland Regulations 1996), young people will be compelled to secure access to appropriate education and curriculum. A good education will provide the young person with a positive understanding of the value of self worth and generally afford them the opportunity to get ready for adult life.
